Perestroika's Concept and Its Implementation  Perestroika's Concept and its Implementation is a project devoted to the historical and archival reconstruction of Perestroika’s concept and its implementation. The study is based on the notes that Gorbachev’s assistants were taking at meetings of the Politburo of the Communist Party Central Committee.
